Close to 100 immediate career opportunities for Army Technical WOSPEC made available with MOU between Army and ASPRI
- The Singapore Army and the Association of Process Industry (ASPRI) launched the Career Transition Scheme today with the signing of a Memorandum of Understanding (MOU). This MOU signifies the commitment of both the ARMY and ASPRI to work together to facilitate the smooth transition of Army Technical Warrant Officers and Specialists (WOSPEC) into the Process Industry upon the completion of their terms with the Army.
- Initiated by the EDB, the Career Transition Scheme ensures that Army Technical WOSPECs who have undergone rigorous training in the Army will be offered a seamless transition into the process industry. Their experience in the Army will be recognized as relevant and servicemen can expect a remuneration package commensurating with their experience and skill sets. For companies in the process industry, they will benefit from this ready pool of trained technical expertise and be able to place servicemen in engineering and supervisory positions.
- Assistant Chief of General Staff (Logistics), COL Ngien Hoon Ping said, "Our servicemen's work experience in the Army will be relevant and will put them in good stead as they transit into their second career".
- ASPRI as the key partner of this scheme will work with its industry members and the Army closely. Mr. James Goh President, ASPRI, said, "The process industry is poised for a strong growth in the years to come and the growth of its Engineering Services sector would be in tandem. A strong workforce has always been one of the critical success factors for any industry to grow and assisting our members to attract more local talent into the workforce is one of ASPRI's key strategic goals."
- Besides the Army, the Republic of Singapore Navy (RSN) and the Republic of Singapore Air Force (RSAF) had previously signed similar MOUs with the Association of Singapore Marine Industries (ASMI) and the Association of Aerospace Industries Singapore (AAIS) respectively. The Career Transition Scheme which matches ready expertise from the military to available jobs in the private sector has two-fold aims. The first is to provide locally-based private companies access to a previously untapped source of skilled and experienced manpower, hence augmenting the growth and expansion of the key industries in Singapore. The second is to provide continuing career opportunities to servicemen when they leave the Singapore Armed Forces (SAF). Since the launch of the first Career Transition Scheme in February 2004 for the RSAF and subsequently the RSN early this year, 133 servicemen have been placed in jobs in the relevant industries.
- Mr. Ko Kheng Hwa, Managing Director, EDB, said, "EDB is committed to doubling the annual manufacturing output by the year 2018. To achieve this, we will develop new growth areas while continuing to expand our existing industry clusters and grow the vital supporting industries like the process industry. The process industry provides engineering support for Singapore's major growth clusters such as the petrochemicals, environment and pharmaceuticals. The industry currently comprises about 200 companies and employs around 30,000 people. To expand this industry, experienced manpower is essential. With the Army-ASPRI Career Transition Scheme, the process industry will receive a steady stream of talent from the Army while offering ex-Army regulars a new career. It is truly a win-win situation."
- Today's MOU for the Army (Technical) - ASPRI Career Transition Scheme was signed by Chief Maintenance Engineering Officer, Colonel (COL) Ng Tiong Lee and the Secretary of ASPRI Central Steering Committee, Mr. Steven Lee. It was witnessed by the Assistant Chief of General Staff (Logistics), COL Ngien Hoon Ping, the President of ASPRI, Mr. James Goh, and Deputy Director, Resource Development Division, EDB, Mr Alvin Tan.
