Safety & Security Industry Programme 2020 (SSIP 2020) Call-for-Collaboration

The Economic Development Board (“EDB”) and the Ministry of Home Affairs (“MHA”) are issuing a Call for Collaboration (“CFC”) to invite interested companies to submit proposals for the Safety and Security Industry Programme 2020 (“SSIP 2020”) in 2016.

Objectives

The SSIP 2020 is a whole-of-government initiative that aims to achieve the following:

  • Facilitate public-private partnerships to tap on the Research & Development (R&D) capabilities of the global and local industry to serve Singapore’s safety and security needs.
  • Address Singapore’s safety and security needs through data-sharing and insights derived from analytics.

Invitation

This CFC invites companies in the safety and security industry or other related industries to develop and test urban safety and security solutions in response to innovation challenges that will be provided by the SSIP Office to:

(a) Improve the prevention and detection of crime & public safety incidents;

(b) Improve the readiness & response to crises;

(c) Ensure more secure borders to prevent intrusions;

(d) Enhance service delivery, including improvements in efficiency and productivity;

(e) Extend community outreach & engagement to foster greater community involvement; and

(f) Ensure safer & more secure neighbourhoods.

The innovation challenges will be tested in three test-sites, namely Jurong Island, Sentosa Island and Yuhua Residential Estate.

Co-funding

To co-share some of the risks of the test bed and development effort, the EDB will fund up to thirty percent (30%) of the total cost incurred by the Awarded Participants for this project.

Evaluation

Submitted proposals will be evaluated based on the following:

(i) Innovation value of proposed solution;

(ii) Operational value of proposed solution;

(iii) Company’s capacity to carry out product development and innovation; and

(iv) Market potential of derived product and the corresponding organisation growth in Singapore.

Non-Disclosure Agreement

Interested organsations must submit a Non-Disclosure Agreement (“NDA”) in order to receive the CFC document and/or attend the CFC Briefing. Please email SSIP2020@edb.gov.sg to obtain a copy of the NDA.

CFC Briefing and Site Visit

A closed-door briefing will be held for all interested parties who are keen to learn more about this initiative and for companies to seek clarifications.  Interested companies must submit the NDA and register by sending the Full Name, Designation, Company, NRIC and Telephone Numbers (mobile and office) of the attendees (limited to 2 pax per organisation) to SSIP2020@edb.gov.sg before 10 November 2015, 6:00PM.

Proposal Submission

Stage 1 Projects: One (1) email copy of the CFC Summary Proposal should reach EDB no later than 30 November 2015, 4:00PM.Shortlisted participants will be notified on submission details of Full CFC proposals
Stage 2 Projects: One (1) email copy of the CFC Summary Proposal should reach EDB no later than 25 March 2016, 4:00PM. Shortlisted participants will be notified on submission details of Full CFC proposals

No further enquiries regarding this CFC will be entertained after 27 November 2015 for Stage 1 Projects and 23 March 2016 for Stage 2 Projects.
