Funding support for partnerships with local enterprises

The Partnerships for Capability Transformation (PACT) grant supports partnerships between multinational corporations (MNCs) or large local enterprises, and smaller local enterprises.   

PACT defrays part of costs incurred by MNCs and their local suppliers or partners for activities arising from the partnership modalities below.

These costs may include manpower, software, hardware and equipment, and professional services.

Build a reliable network of qualified local suppliers that can meet your technical and operational standards – reducing supply chain risks, shortening lead times, and strengthening your resilience in Asia.

Work with local enterprises to jointly develop new products, technologies, or solutions, while sharing development costs, expertise, and risks. 

Improve supply chain resilience and operational efficiency by equipping local partners with specialised knowledge and technical capabilities needed to support your business at scale.

MNC-LE Alliance 

A strategic platform in Singapore designed to connect MNCs with high-potential local firms. Launched by the Singapore Manufacturing Federation (SMF) and supported by EDB and Enterprise Singapore, the Alliance cultivates partnerships beyond traditional vendor relationships and drives deeper co-innovation collaborations to strengthen long-term ecosystem resilience.

The Alliance supports the following: 

  • Identifying problem statements: MNCs define specific technology gaps, supply chain needs, or innovation challenges.
  • Matchmaking: SMF actively connects your problem statements with suitable local SMEs.
  • Adopting the appropriate collaboration models: Partnerships typically fall into three areas:
    • Supplier Development: Integrating SMEs as critical, capable suppliers.
    • Technology Transfer: Sharing knowledge to upgrade local capabilities.
    • Joint Innovation: Co-developing a new product or solution.

Trade Associations and Chambers (TACs)

Leverage Singapore’s wide network of Trade Associations and Chambers (TACs) to connect with credible local partners across key industries. Accelerate collaboration, reduce partner search costs, and unlock ecosystem-driven growth opportunities in Southeast Asia. Reach out to the following:   

  • Singapore Manufacturing Federation (SMF)
    SMF represents the interests of manufacturing and manufacturing-related industries, serving the community by driving digitalisation, innovation-led productivity, business transformation, and internationalisation towards enhancing the competitiveness of its member companies. 
  • Singapore Semiconductor Industry Association (SSIA)
    SSIA connects IC design firms, manufacturers, equipment suppliers, and academia, with a mission to diversify Singapore's semiconductor sector. Notably, SSIA runs a Semiconductor Business Connect programme specifically designed to facilitate partnerships.
  • Association of Aerospace Industries Singapore (AAIS)
    Established in 2003, AAIS seeks to promote the development of Singapore as a leading aerospace hub, representing companies involved in aviation, aerospace and unmanned aircraft systems, including MRO, manufacturing, parts distribution, R&D, and aftermarket services.
  • Singapore Precision Engineering and Technology Association (SPETA)
    The leading trade association for the precision engineering industry, with members comprising both SMEs and MNCs engaged in the manufacturing and distribution of precision engineering components, products, tools, and equipment. This cuts across sectors like aerospace, automotive, medical, semiconductor, and more.
  • Singapore Chemical Industry Council (SCIC)
    With a membership network of more than 170 companies including key MNCs and SMEs that support the entire chemical industry supply chain, SCIC provides vital support for companies within the chemicals or energy space in sourcing for local enterprise partners.
