A Permanent Resident (PR) refers to a foreigner who has been granted permanent residence status which allows him/her to reside in Singapore on a permanent basis.

The Global Investor Programme (GIP) accords Singapore Permanent Resident status (PR) to eligible global investors who intend to drive their businesses and investment growth from Singapore.
A valid Re-Entry Permit (REP) is necessary whenever a Permanent Resident (SPR) travels out of Singapore. The REP allows you to retain your permanent residence status while away from Singapore.
If you leave Singapore or remain overseas without a valid REP, you will lose your permanent residency status. You will be assessed for entry into Singapore as a foreign visitor, subject to prevailing entry requirements.

You can renew your Re-Entry Permit (REP) using ICA e-Service with your Singpass within 3 months of its expiry date. If you are overseas and do not have a Singpass, you may apply for your REP at the nearest Singapore Overseas Mission.
If your REP has expired, you have to apply for an REP within 180 days from the date you are first physically outside Singapore without a valid REP to retain your PR status. The REP application is subject to approval on a case-by-case basis.
You are eligible to apply for Singapore citizenship if you have been a Singapore Permanent Resident (PR) for at least 2 years and are aged 21 and above.
You may submit your citizenship application via ICA - Singapore Citizenship. Each application made is considered according to the prevailing policies based on the merits of the case.

Under the Enlistment Act 1970, all male Singapore citizens and permanent residents, unless exempted, are required to serve National Service (NS). They are required to register for NS upon reaching 16 and a half years old, and will be scheduled for enlistment into full-time NS at the earliest opportunity upon reaching 18 years old.
Following the completion of full-time NS, they will become Operationally Ready National Servicemen (NSmen). An NSman's obligation will end at the age of 50 years (for officers) or 40 years (for other ranks).
Renouncing or losing one's PR status without serving or completing full-time NS will have a serious adverse impact on applications to work or study in Singapore, or for any long-term immigration facilities in Singapore, whether now or in the future. Renouncing or losing one's PR status without serving or completing full-time NS will also adversely affect your family members' applcaition for long-term immigration facilities, their ability to sponsor such facilities, their renewal of Re-Entry Permits, or their applications for Singapore citizenship.
